Maybe this is a good thing (I'm not convinced but whatever -- remember, these criminals are, as a group, minor offenders) but whatever it is, this new wave of incarcerations will not be cheap.
Virtually all these individuals will be in Provincial institutions and the cost for keeping them in jail (perhaps $50,000/yr) will be a cost to the Provinces.
Total cost yearly $350,000,000 and all from the Provinces.
Taxpayers will pay even though not Federally. (Of course if the prisoners are Federal the costs go up). Either way taxes will be paid.

There is a huge problem in Winnipeg with youth and violence.
I would rather keep violent people in jail than have them on the streets. Things don't always come down to money. My safety and my family's safety has no price.
Anon -- that's fair enough and readers will know I am not one for letting criminals run the system. That said, let's recognize the costs and not just ignore them or post them to the Provinces. But, it is quite true that separatung criminals from society does stop reoffending in society, at least while they are inside.
I'm for keeping them outside if it "costs" too much to keep them warm at night.
