Mayor Ford and the TTC diversion

To my mind the question is not so much why the TTC diverted the buses (I assume it was a low level person just doing it) as why the Mayor thought it appropriate to ask. Mayor Ford is not as bad as some paint him; he has achieved some useful things. But there does seem to be a repeating theme of not being able to distinguish between what the Mayor wants personally and what the Mayor should do as Mayor. And this story falls into that narrative:

The chief executive of the Toronto Transit Commission has pledged to try to "strengthen" the agency's policies in response to persistent questions about why two buses, carrying passengers, were diverted from their routes by police in order to shelter the members of the high-school football team coached by Mayor Rob Ford.

    What are these useful things, exactly? Can you maintain a list? Perhaps a table of 'useful things' versus 'un-useful things' would be more useful? And which column of the table is the best?
