Perhaps the damage would not have been so devastating had he not been such a crusader against crime -- the "do what I say not what I do" factor looms large. That said, surely the FBI has more pressing things to do than investigate high price prostitutes?
Perhaps they were looking for something else? Money laundering or the like?
