I suspect there was a brutal murder but doubt the decapitation -- an actual decapitation is extremely difficult (not that I have tried it myself) and is rarely seen outside cinema.

Decapitation reported on bus in Manitoba
Bradley Bouzane , Canwest News Service Published: Thursday, July 31, 2008
A man was stabbed and decapitated aboard a Greyhound bus Wednesday night near Portage la Prairie, Man., according to reports.
It is believed the victim was stabbed repeatedly as he slept on the bus and later decapitated. A witness reported seeing someone on the bus holding a human head.

re 'stabbed repeatedly as he slept'
I wonder how many stabs one could sleep through before waking? Wouldn't the first wake you up.
It's rather scary that the culprit boarded the bus with some kind of knife. Do we need metal detectors at bus stations now?
Actually, you would likely wake up dead
Yes he was indeed decapitated. Eye witnesses reported that he hung the head out the window of the bus to taunt police officers. The bus driver and two other witnesses saw the guy sawing at the victims neck.
What I'd like to know is why did every last passenger run off and leave the poor guy to be butchered? If that was a family member would they have been so quick to run?? Sure the guy had a big knife, but a few men could still overpower him--some might get injured in the process, sure, but they'd eventually take him down.
If some psycho ever started butchering me in my sleep on a bus full of people I would hope that SOMEBODY would care enough to risk personal harm to at least TRY to help me.

In reply to your comment...if the knife is sharp enough, it is not that difficult. I doubt that people would have put those observations out there if they didn't see it. The sky must be rose coloured in your world- lucky you. As someone who has investigated homicides, the brutal reality is that people do have the ability to commit some brutal acts. Stuff that can't be made up!!

@ No More Heroes;
The guy was likely dead by the time anyone noticed.
The CTV article interviews the passenger who was in front of the murderer/victim.
The passenger says first he heard sounds that sounded like someone fighting, turned, and saw the murderer plunging the knife repeatedly into the victim's neck.
Even if anyone else HAD tried to help, I think the poor victim was a goner from the first knife wound, and we can probably safely assume that the murderer got a good handful in before anyone noticed he was treating the guy like a side of beef.
It's nice to think that someone would do something, but I can say that after I got over the shock, seeing myself unarmed in close quarters with a guy with a knife as my opponent, I'd get the hell outside and get a rock.
@ Quick counterpoint;
Dead already or not, if that was a family member/friend would you just run off? And then after abandoning your friend/brother/son, would you just stand outside the bus watching as they got their head sawed off?? I mean come on, THIRTY-SEVEN PEOPLE against ONE MAN WITH A KNIFE, and they ALL RAN?? They should all be ashamed.
