Just admit it was a junior staffer who cribbed a speech and move on. Unless maybe my earlier post was wrong and it wasn't a junior staffer?
Anyway, there is no doubt the speech was largely borrowed -- taken without change -- from an Australian speech. See below:
Here is a side-by-side comparison of the near-identical sections of Mr. Howard and Mr. Harper's speeches:

Yea . . . like five years ago matters. Bush quoted a British Intelligence report and got accused of lying . . . amazing!!!
Five years ago the liberals were ignoring the Kyoto documents they signed, after negotiating the biggest give-back in the democratic world.
Liberalism is a mental disorder . . . proof the CBC!!!
Well I have no idea if this will stick or mark a changing point.
It is however the first time that CTV in Atlantic Canada has carried 3+ minutes of negative publicity about the Conservatives followed by Liberal and Conservative responses to the story and a review of Harpers Iraq position.
Its hard for Harper to come out of this looking good.
Now lets see what kind of ball the Con war room throws back.
oldschool must just can't wait to troll the lib blogs, I would suspect he's a party hac who's job is to pretend he's internet pundit.
The fact remains that the reminder of how closely Harper was to the Iraq war is something that hay could be made with in Quebec.
This also reinforces that notion for some of being carbon copies of extreme right wing governments. Although I don't think most Canadians have a clue what Howard was like.
The rest of the electorate who barely take enough time to absorb a sound bit, this will probably not make a huge difference. With the only exception of that constant drops of negative issues, there could be a small amount of erosion over time.
