I believe Elections Canada draws the boundaries so we can reasonably assume that the new seats will be in the regions that have seen the most growth, like Peel, Halton and York regions.
It's funny; when Harper believed the biggest obstacle to winning a majority was the GTA, he wanted to short-change Ontario. Now that his party's fortunes have improved there and declined in Quebec, he's reversed coursed (Tom Flanagan said the Conservative Party should abandon efforts to woo Quebec and concentrate on the ethnic vote instead).
It's too bad we have a prime minister who will do the right thing only when it coincides with his partisan interests.
