Professor Hogg is a leading constitutional scholar and not a Liberal

Peter Hogg - Constitutionnaliste

My explanation of why proroguing parliament until the end of January would be against parliamentary democracy is being taken up by Stephane Dion in a letter to the Governor General. The idea that a government that clearly does not have the confidence of the House of Commons can continue to govern goes against the very basic principles of our democracy. It is FAR better for democracy to have an election than prorogation. Harper has gone too far, too many times in too many areas - and I'm only talking about in the last few days.
