Ok, I generally cut the police some slack -- they have a difficult job and are easy to criticize. But this does look like an over reaction. The metro rider is lucky she didn't get tasered!
Woman cuffed for not holding escalator handrail

MONTREAL — Anyone who has ridden an escalator and bothered to pay attention has seen – and likely ignored – little signs suggesting riders hold the grimy handrail.
In Montreal's subway system, the friendly advice seems to have taken on the force of law, backed by a $100 fine.
Bela Kosoian, a 38-year-old mother of two, says when she didn't hold the handrail Wednesday she was cuffed, dragged into a small holding cell and fined.

Shocking. I can't blame her, especially being a mother of 2, I wouldn't want to guess at the germs lurking on that rail. Hello - does anyone remember Norwalk virus? That's how it spread so rapidly.
Oh I definitely remember the norwalk virus. Took about 1 day from exposure, 12 hours from the time I felt ill before I became dangerously dehydrated and called the hospital.
I will never forget that virus.
