Why is the requirement being made? (And remember, as a tit for tat Canadians may need visas to go to the EU soon).
Because Canada is getting Roma refugee claims and a way to limit them is to require a visa.
This means one of two things.
Either there is an intention to exclude legitimate refugee claimants or our refugee system is so dysfunctional that it can't separate legitimate claimants from posers.
And that's a real issue.
My sense is the concern is more that the system is dysfunctional rather than an intention to exclude legitimate refugees. But either way there's a significant problem and one that Parliament ought to review.

I guess the Tories think we Canadians are like the Irish who beat up their Roma immigrants. Shame on the Harper government!
I completely agree. The Roma people may behave kind of collectively stupidly, but such a behavior always has a rational core.
They have just determined that the asylum plus welfare-for-immigrant systems are inviting them to be abused, and to help themselves economically by masking such goals under untrue cliches about discrimination that they copy from each other. Many of them (and many other people) are able to abuse much more robust systems in Czechia and elsewhere than the system in Canada.
Canada should thank them for having discovered the bug in the system and fix the system, instead of trying to build a new iron curtain to separate itself from the world that has helped to show that there is something wrong with the adjustments of the Canadian system.

The Harper Conservative banning of Roma refugees smacks of racism. Pure and simple. The "friendly" right wing government in the Czech Republic willingly allows neo-Nazis to attack minorities. The Roma are seriously suffering, and being singled out. It appears that the allowing of such activities by the neo-Nazis is being accepted by BOTH governments as what they believe to be "freedom of speech/expression" (we know how far right conservatives think)...
Sad. These people should be allowed into Canada, to escape the neo-fascism that is beginning to envelop the former Soviet Republics and Satellite States...
