There may well be a subtext of gender bias and oppression of women -- heck, what "may well be"? there is.
Women are being beaten into submission across the world. We should, must, speak against this. It's not a cultural thing -- it's a matter of what is right and what is wrong.

Alcohol is served to members of other religions at the country’s tourist bars and hotels but for Muslims — who make up two thirds of the population — its consumption is punishable by a fine, up to three years in prison or six strokes of the cane.

This country isn't that far removed from the dark ages. In fact, we still have advocates for the whip within government(s) here in Canada. Remember Art Hanger? He relished the idea of a return of the whip.

Re the model, yes it's a question of women's rights

Both Judaism and Islam have relgious "Laws" (Sharia/Halaka) --Some of these are between Man and God others between Man and Man. Human beings have a right to jutice---So the Laws between Man and Man have punishment/compensation as a means of attaining justice. However, in the Quran, the Laws between Man and God do not come with specific "punishments" because its judgement does not depend on Man but on God.
It would be good if muslims go back to the Quran and understand it!
Please don't play the female-victim gender card. Generally speaking the only gender bias is against males, where throughout the world males (boys included) are the sole net targets of judicial corporal punishment. There are multiple countries where only males are flogged and females are spared for the same crimes, and this includes these same countries, including for non-violent crimes. Ditto for males in schools. Go google and youtube. Then there is also genital mutilation ... likewise
