"I think we need to have this conversation sooner than later because this court challenge that's in front of us could ultimately mean the places that do exist could be legal overnight ... and if people are as worried as I am about that, they'd be inclined to start talking about the possibilities of that sort of district."
I agree the regulation of prostitution in Canada is absurd but reform is not to come from the municipal level. As for "red light districts", well, it didn't work so well in Boston. Combat Zone North anyone???

As if strip clubs are any better... and often aren't.
It's all criminalized just to set a moral stance. Public safety and need isn't really an issue. As such, it shouldn't be illegal.
Is this Mammoliti volunteering his ward? Lots of councilors are in favour of red light districts - so long as they are somewhere else.
The Combat Zone wasn't a red light district; it was filled with adult film places that sprang up after the government razed the existing red light district.
Meanwhile, red light districts exist sanely and safely in Europe, which is rather more properly an example.
The moralists won't like it, but there is nothing wrong in principle with legalizing the profession and providing safe and clean workplaces. Rather than the way we do it now, where hundreds of women have simply disappeared over the years.
