Although some outliers are seen, in general, a sentence of two years or more is appropriate for a large scale fraud.
Today's decision in R. v. Leo-Mensah, 2010 ONCA 139 makes this clear. The Court says " a penitentiary sentence is the norm, not the exception, in cases of large-scale fraud and in which there are no extraordinary mitigating circumstances."
