No criminal charges in MFP scandal

Five years after Justice Denise Bellamy produced a scathing report on the City of Toronto's MFP computer leasing scandal, police have concluded that there are "no reasonable grounds" for criminal charges.

And that probably makes sense.

Police should not lay charges unless they think there is a reasonable chance of conviction -- sometimes they lay charges anyway but that's another issue. Here Justice Bellamy's report, though very powerful, was a conclusion based on evidence that was to a degree hearsay and made findings only to a balance of probability.

After all these years a single conviction was unlikely.
