If the Tories keep ordering raids on medical marijuana clubs, I think this is exactly what is going to happen. Not very many educated people buy the growopaganda pap that the police and Cons keep putting out as it is. Hurting sick people -- people they may know who have cancer or MS or HIV -- by approving and funding investigations against these community services (like taking down all five clubs in Quebec recently) will get the obnoxious cannabis laws off the books faster.
