I'd guess doubling up prison beds makes Canadian jails the most likely domestic source of a Spanish Flu 2nd wave mutation. Previous to the reformer geniuses in power the main domestic risk was from Indian Reserve housing (and some remote towns are just uneconomically located for reno-funding underlying industry to be based). All dwarved by cramped 3rd world housing stock in other countries, of course.
