Waste in medical system?

It's easy to complain about "waste" and to say we can keep service without raising costs by cutting waste. And apparently a majority of people think that's how to cut rising medical costs.

But 85% of medical costs are personnel.

And I haven't seen an excess of doctors or nurses recently.

Waste isn't the issue.
