Why did a Private have access to the materials leaked?

Private First Class Bradley E. Manning (born 1987) is a United States Army soldier who has been arrested and charged with being the source of the Wikileaks. My question, how is it that a 23 year old Private (even though he was a Specialist before being demoted to First Class) had access to stuff that was as important as this?
