I've been teaching at the post-secondary level since the late 1970s -- first at St Mary's in Halifax and now for many years at York University -- and I can say the best students are those who want to learn. Money should not be the guiding factor in who gets to go to university.
Canada's future leaders must come from all backgrounds and we need to make sure that our doctors, engineers, nurses and teachers are the brightest -- not just the children of the richest.

Many university student come from poor backgrounds. It is a struggle but some manage. It is more than just the wealthy elite in our universities.
Some problems with this policy.
-how much will it cost
- will not enrollment swell forcing massive spending on already overcrowded facilities
-who will pay for the tuitition
- Where will the extra professors come from
-Could the bar simply be set higher to prevent a crush of students from enrolling
- How will the new infrastructure be built to manage all of this.
- Are you assuming that some kids with money should not be in university
-Will there be quotas
- Does this mean that some people who can easily pay will be denied access because they can afford it
-what will the provincial gov't requirements be
