In many states of the US, they have vague laws with generic language because 'Think of the children!' and 'Oh, we'll never use the law that way!'. Unfortunately assholes in authority do use the laws 'that way' since if that wasn't the intent of the framers, they would have written it differently. You get prosecutors convinced either that teens sending pictures to each other is the work of the Devil, or that there's a puritanical movement out there they can pander to for votes. (destroying young lives in the process)

In the states you have violent rapists, predatory pedophiles and others in sex offender registries. You can also find teenage boy/girlfriends that exchanged nude pictures, people who flashed someone, and people who were probably drunk and urinated in 'public'.
