The largest expansion of prison building 'since the 1930s' ; perhaps the Conservatives follow Keynesian economics?

I suppose it is some form of government driven employment program - both the wardens and the prisoners (not to mention the builders and contractors) are getting a job (or at least do not show up as unemployed). (And that does not even consider the extra help drug dealers will now hire to protect their grow ops and the extra lawyers and judges and police who will be employed).

Perhaps the Conservatives really do follow Keynesian economics:

"Kevin Page, the Parliamentary Budget Officer, has offered his own estimate, projecting the legislation will cost Ottawa $5-billion over five years and the provinces and territories somewhere between $6-billion and $10-billion."
