The radio says the new I-Phone will be storing all its data in the Cloud. Is this true? If so, does that mean the I-Phone does not work if it's out of EDGE or 3/4 G service range?

First, its "iPhone" not "I-Phone" (Steve was very particular about capitalization and the like).
Of course it still works when out of range. All of your data is on the phone. The benefit of iCloud is that your data is *also* backed up to the cloud, so it can sync wirelessly with the address book and calendar on your computer. It also makes it very easy to restore your data onto a new phone when you lose yours. Or someone breaks it over your head because you called it an "I-Phone" instead of an iPhone.
It automatically backs up to the cloud? The issue then isn't can you access, rather it's can Apple access it and what will they do with it? If they can cross reference all your contacts that's a mighty valuable social web they have. Were I buying a iPhone 4s I'd be reading the fine print closely to see what Apple says they will or will not do with your data. My money says they intend to mine the crap out of all that conveniently backed up data and sell it.
great submit, very informative. I wonder why the opposite experts of this sector do not understand this. You should continue your writing. I am confident, you have a great readers' base already!
