A small factoid but one pointing out a very real problem.

Off to jail with mom, off to foster care with the kids. Most women commit crimes of poverty, seconded by crimes of helping out their bad choice of partners commit crimes. Foster care will go through the roof.
Yes, there are a lot of aboriginal kids in foster care. One way out of foster, of course, is adoption. Unfortunately our race based system says that aboriginal children cannot be adopted by non-aboriginals except in very special circumstances. Ok, that would be fine if aboriginals themselves adopted but they generally do not. It' not part of their culture. And there we have a classic catch 22.
Unless you are saying that aboriginal children are being put in foster care unjustly (like aboriginal prison stats, are they being framed or have they actually committed crimes warranting prison?), without reason, then the fact they are they indicates that the child needs care. Where the child has no hope of returning to their family because it's dangerous or such a poor environment don't they deserve a family regardless of race?

It should also be pointed out that we are also not talking about a lot of students in any one year. The highest figure I came across 9,368 students in 1948. In all some 150,000 students in residential schools over a 140 odd year old period. Finally, when drawing such a comparison it is also important to factor in population growth.
As for the number of Native children in foster care, it would be great to know the numbers and the number of foster kids in Canada as a whole. I know in 2000, there were 76,000 foster kids in Canada. I was not able to access the total number of Native children in care. Only the Western provinces seem to have kept such numbers.
Based on what I know, I would be pretty confident in saying that yes the number of native children in foster kids is higher than 9,368 figure. That would be a staggering number of children. As Rat says, one of things that may be inflating the numbers may be unwillingness to have native children adopted by non native adults. It is hard to say without any hard numbers.
All that being said, the huge number of Native kids in foster care again points to the patent absurdity of reserve system and native rights. As I have said countless times before, if the government happened to, oh, legally define what it means to be Chinese, created a department of Chinese affairs, created Chinese rights, reserved land for Chinese so defined and exempted large number Chinese living on reserve land from paying taxes of any kind, no one would doubt that is a recipe for disastrous social relations. So, why would anyone doubt the same about Native Affairs, native rights and native reserves?
The reserve system, premised as it is on the notion of native rights, is a bureaucratic, fiscal, jurisdictional, legal, intellectual and sociological abortion that does nothing save waste mountains of money, breed corruption, black marketeering and poverty, encourage tax evasion (e.g., cigarettes), instill in the native community a vile sense of identity based on “blood” and breed racism in the Canadian society at large.
people need to take a closer look into the lives of the Native people. They live way below the poverty line and this was set up so that the Government can come in and take the children away again. in the Residential schools they lived poorly. rotten food, while the supervisors ate like kings. stripped of their identity, culture, language,life style. lack of parents to teach them skills, so how come people can't understand that the native people were done wrong by in the worst possible way. They could not see their siblings, and were sexually abused and told to be silent. or they would be beaten black and blue. um let me see I wonder why native's are n't able to care for their children. Still it is not right to take children away, I don't think caucasins would like it if someone came and just took all their children and were never able to see them again. think about it.

At what point do you recognize this society has failed?
The constitution has not protected them.
