He will not be removed.
That's all there is to it -- the amounts in question are not material and the Mayor did not receive or give any benefit that could be seen as influencing City spending. Arguably the charity was intended to have an election benefit but that's true for a lot of things politicians do and isn't covered by the legislation.
I am no fan of the Mayor but if he is to lose his position it should be by an election:

Why would he not be removed as he as broken the LAW.
Everyone is missing the point. The Mayor was ordered to repay the donations. He refused and then voted on a motion to set aside the order months later! That is a conflict of interest as he had a direct pecuniary interest in that vote
