As long as rocks scare them away.
It should be possible to track individual bioterrorists, or possible more than one, based on the sequencing of their failed creations. This means the 1st successful 1918 pathogen or more will take a little longer than thought, provided effective CSIS/NSA/german-James-Bond...That new IME is their strongest yet. Came close a lot. Defintely top ten maybe top 5. Impossible was okay but horrid instruments...
Also means can backwards chain a timeline, for investment in PPE and food stores, off-grid rechargeable battery manufacturing and reserves training and stuff like that.
