I get know why the music of Alice in Chains warned: Vancouver is more RW than it seems. It is partly in the property distribution. There is less liveable housing. This means people will be bitter working too long, voting for their own too long commute, and not rearing any geniuses. They keep all the mentally ill bottled up in one area of the city, so you get a situation where you need a Guliani to come along using the idle police resources of other parts of the Valley.
In any event, when you combine mental illness with at least hard drugs, well, the mentally ill should be locked away somewhere as this leads to violence and unaddressed noise. I don't really care right now, as all the mentally ill can do is assassinate someone. But in the future they may be capable of wielding WMDs.
A simple reoccuring physical, an ID card, can be flashed to drugdealers, with penalties for dealing to the mentally ill.

...expensive unoccupied condos for foreigners (who come from countries that lose wars) should be build in the suburbs, and should be taxed if unoccupied. The USA had a problem with middle class and lower-middle class homes in a bubble, with Vancouver the problem is with upper class residences. By far, Toronto is the most liveable city of the 6 I've lived in to date. People with money in Canada, don't R+D products we will all soon use. They lobby for banking services and tar. People without money are better served in T.O. than in Cgy, Edm, Wpg, Vancouver, Hfx.
