What's to distinguish. The PMO acts on behalf of the PM, and, also works for the CPC, when has it not been that way? The staff at the White House works for the taxpayers yet they also work to get their boss re-elected. There is a saying, and, its been around for a long time, Liberal-Tory same old story. When Mr Harper was in opposition he would rail against what his office is doing now. Im not sure why we just dont accept it and move on. The White House manages it, why cant we?
