A clue that I didn't really start to grasp until repeatedly hearing coughing (schizos want Revelations not Contact), is that mentally ill people will purposely spread their own sickness in the midst of a pandemic. They should be immunized or subject to Martial Law and shot, mid-pandemic. Otherwise, you might lose the navy, the chain-of-command, and the survivalists before two years.
