I'll have a motive to stop drinking or once a month next spring. There are lots of things to have public servants accomplish instead. I'm formatting a fiber optic WMD sensor network. It doesn't work for say, bird drones, but for existing drones it should be okay to maybe implement it at 100000 sites to start. People will be needed to sift through the robot arm and camera sensors; police can look for assembly lines hacked.
The USA announced it is considering human capital monitoring, rewarding. Maybe people will get paid for reading. This is good; when you learn how to learn as well as learn how to labour, you become a Wpgger ready to make this world a better place. The tricky thing is this would be voluntary. What you really need is to know who is learning WMD info and maybe stop them or watch them or arrest them. No one will report they are learning synthetic biology. What to do when you learn a research is learning WMD material? The business as usual scenario is to defund it.

...I guess the labouring is only good for a year, then you need to learn/read. One other thing police officers can do is learn some pandemic basics and store supplies. An App that lets vaccinated people be displayed on a map would be useful for police to have. Micro wind or solar power would be useful. I'd guess VR training would make police and army better; Canada is known for training.
I'd guess land masses will need to have their own Quantumly-Encrypted fiber optic databases. And the leaders will need to be sane at least and having read about utilitarianism along with how to take out bioterrorists...so more techie army and police. It seems like if communications is hardened, civil order will follow. Training for this suggests subsidies for VR and lots of public workforce training sessions. To prevent robotic WMDS, the 5-Eyes are going to need to link up with China and Russia at least, and ensure all leaders are well read and trained.
