I don't normally replay Party pressers but this one is worth a look -- it really does show a pattern:
1. Prorogation: Announced on the day before New Year’s Eve, at the same time as the Canadian men’s hockey team was announced.
2. Appointment of new Senators: Announced at the same time as the Supreme Court’s ruling on Omar Khadr’s repatriation on Friday, January 29th, while the Prime Minister was in the air.
3. Copenhagen emissions standards: Announced by Minister Prentice on Saturday, January 30th.
4. Khadr diplomatic note: Announced at 6:30 PM during Olympic prime time on February 16th.
5. Appointment of Gerard Latulippe as the new Rights and Democracy chair: Announced via news release at 10:30 PM on March 2nd on the eve of the Speech from Throne.
6. Terms of Reference for the Iacobucci review: Announced via news release on Saturday, March 13th.

They've always made their announcements when they feel no one will care...They've guessed wrong this time.
Now that this has worked so well, or assumed so well for the Cons, will Libs try it when in power do you think?
